The council of nations was established on 1962 after the golden sea war to prevent any war and ensure cooperation instead of war .
The council of nation is composed of all member states, NPC or not with each counting as 1 voices .
The high council is made of 6 permanent member and 12 elected members, the role of the high-council is to prevent wars and ensure peace and if needed, by intervening .
